3. Technocratic versus Pluralist Approaches to Evaluation: Making Evaluation Contextual for Marginalized Groups in South Asia
Development is not only an issue of economic betterment but also an issue of relative equality, equity and active citizenship. In the context of wide gap between rich and poor, rural and urban, male and female, majority and minority groups, development is not only all about improving livelihoods but also the perception of gaining sense of ‘self-worth’ as a person and being able to think about ‘future’. Peoples’ perception of gaining ‘hope’ and sense of ‘self-worth’ are some of the major findings in evaluation of development interventions as far as the context of the most marginalized groups such as street children, child laborers, disabled persons, untouchables, the victims of trafficking and prostitution are concerned. Evaluation in this context requires appropriate methods and tools to highlight on hope, sense of personal autonomy and self-worth rather than solely providing indicators of economic gains and coverage of services. By adding this special perspective into evaluation by evaluation practitioners, the voices of marginalized groups can be incorporated into policy-making and implementation and making development more relevant to the dreams and aspirations of the people in the fringe of society
